Okay, I get it. It is because of slavery that Minnesota has a vastly lower black graduation rate than white. And NY and MA.

Wouldn't the history of slavery and discrimination have at least as much impact in AR as it does in CA?

inode keeps asking you about the differences between states, you keep replying as if the only question was the overall situation in the country.
