I didn't go there looking for that chart; I stumbled on it while looking for something else. And I was shocked. You have yet to present the slightest explanation for these figures. If you think context is missing feel free to suggest what that might be. Why can Minnesota not do better? And these other states. You claim it is about money, but you provide zero evidence to support that claim.
