Don't know about Berkeley right now but that's certainly not the case in the parts of New Jersey I know anything about. The focus is on finding candidates who will campaign on fixing things.

However, I have little doubt there will be moments, not as you describe, but left loyalty versus "middle". Sometimes those campaigns run against script and we all learn that districts are willing to go much further than anticipated. However, my own guess is that the critical item will be just how attractive and articulate the candidate is.
