I posted you an in depth article, did you read it? If you disagree with it say what is wrong with it. In a nutshell Reagan increased the payroll tax and taxed social security for the first time (very regressive) so he could lower taxes for the rich; so he increased the money in SS on the backs of the working stiff to give tax cuts to the rich. He did not raise taxes on the rich to put into SS!! And he and the Republicans used the surpluses to give more tax cuts to the rich and military industrial complex..
