I didn't say they never happen elsewhere, just that they are more likely to happen in areas were guns are restricted.

That is one reason why most of them are stopped by police. Another is that when a potential mass shooting is stopped by someone on the scene (someone responding later is more likely to be a cop) its less likely to qualify as an actual mass shooting (particularly by some of the stricter definitions)

Just because someone has a gun doesn't make them a superhero.

Of course not but cops aren't superheros either.
