Well, Tim, Reagan may not have meant that government is always the problem, but that is how the quote has been taken by both the left and the right. That is the point to continual elimination of regulations and lower taxes and what Grover Norquist meant when he said that government should shrink until it fit inside a bathtab. Obviously, he didn't mean that literally, it makes no literal sense, but it is just as obvious that right wingers want to get rid of both SS and Medicare by privatizing them and want to downsize the Federal government into the military and a small judicial system. They effectively want to make the world safe for oligarchs.
