In any case most "right wingers" by all normal meanings of that term, don't actually want any such vast reduction in the government.

I agree that most normal people in the US, Republicans and Democrats, don't want that vast reduction and want to maintain SS and Medicare. But there is a reason why Paul Ryan's first impulse last fall was to float the idea of privatizing Medicare (see, for example, Politico's article on this: politico.com and there are others out there as well). There is definitely a group of libertarian Rs who want to reduce govt to those levels.
