Ryan is more libertarian than the average politician or average GOP politician, but he wants to control the growth of government not take a hatchet to it and totally rearrange it. Not "down it in a bathtub". All broad categories of spending would go up from today's spending (even in real per capita terms) under any plan he's ever submitted. He'd tinker around the edges more than radically change the role of government.
