Modern sociology and the Nordic countries and much of the western democracies say you are wrong.

Good government is good for society as it represents a vigorous democracy.

To begin with, it is has estimated that we have spent $22 Trillion for the War on Poverty, and there is not a shred of evidence to suggest that it has done anything to create a more civilized society. Even the gimme's like Medicaid have not proved to be very beneficial.
