Is that racism in your view?

If its AR, than why does AR have more equal test scores when your comparing the results for people of different races in general and specifically comparing the results of black Americans with white Americans?

You imply its AR, but don't directly say so.

Assuming its AR, you don't answer why the issue inode describes is worse in CA than AR. (And those aren't two highly cherry picked examples, I could provide others)
