Anne,

I suspect the blackout ending a few days after the release is simply the result of the company determining that it would be better market practice to allow the stock some days to trade without insiders involved. No one could say that any price decline is due to insiders selling out. I consider it a very prudent move (one that I don't believe is required, since the original announcement on the blackout stated it would be over when certified results are released). I have concerns that insiders will be doing some selling since they obviously have been holding major positions for some time without being able to liquidate any of their positions. They all need money like you and me and probably will do some selling. That may affect the stock price for a little while, but it will surely pick up soon thereafter, when other major investors who have been waiting for certified results begin trickling in. JMHO.
