I read that story way back and didn't know we exported our garbage to China. I had to ask people in China why they import our garbage and no one knew they did. It's not even high-value garbage like old computers etc. It's literally stuff that stays in landfills for thousands of years.

True but

1 - It means the value of their holdings collapses.
and
2 - It means their exports to the US will be less competitive.

And generally you would disrupt international trade and finance (even more than the proposed or enacted tariffs would)

Its a rather indiscriminate weapon. More like a bomb (when you are also in the blast radius) than a sniper rifle.
