Venezuela needs cash to get its oil fully flowing again. It's been falling for a few years now. Who has money to burn? China. A security agreement between Venezuela and China would make sense and would be similar to the US and Saudi Arabia when we created the petro dollar in the 70s. Security agreements don't always lead to military bases but then China doesn't have many real enemies. They don't go out of their way pissing off the rest of the world as we do (in the Middle East, Europe, hell, everywhere).
