The countries your talking a bout generally have VATs, not just higher top income tax rates. That wouldn't just be raising the rate, it would be a whole new tax. And a tax that makes many of their overall central national tax systems less progressive than the system in the US. Also even with a VAT, many of the other countries also can't afford their own social programs and entitlements, either already, or going forward assuming they don't reform them to reign in the costs.
