This is unclear to me. How are the bottoms chopped off?

In no year did he reach 3% for the year and that economy should have been HOT.
And he totally brought the economy down, and kept it down for nearly eight years.

When you say "kept it down for nearly eight years," do you mean it stayed under 3%? Is that how you understand economics? What school is that?

The recovery has not been particularly strong, but it has been going on for a long time, which might make it hard to get higher than normal growth going forward over the next few years.
