Why does health care mean an entitlement to you Tim?

I don't think I understand the question. Health care doesn't "mean an entitlement", and it isn't an entitlement. Medicare and Medicaid are entitlements. Entitlements are programs that pay out according to a legal formula. They have a benefit guaranteed by current law. (Except of course the law can change and also if the whole program collapses they don't get it whatever the law says.) Health care isn't a government program, its a type of service (which could be provided by the government, or paid for by the government, or it could be a private sector thing).
