Are you saying that if the unemployment rate was 20% instead of 10%, the job of reducing it back to 5% would be easier? That seems counter-intuitive.

Getting back to 5% is what I consider to be righting the ship. It seems like going from 7% to 5% would be easier than 10% to 5%. What do you think?
