$40k a mile wouldn't be too bad if it was a one time thing, but cars and trucks and buses are going to be all over those roads.

Also even before it wears away it will get dirty. Possibly just surface dirt that washes away reasonably easily, possibly stuff that gets embedded in to the coating requiring a replacement not just a wash. Either would cause a loss of reflectivity, either would probably make the roads look rather ugly. On a regular road the dirt blends in a bit. On a bright white road you would think there would be more contrast.
