Jim,

the term 'quiet period' is nearly always referring to the period immediately preceeding earnings release and is there to make sure the company doesnt get hit with law suits re insider trading or misleading statements.
There may well be quiet periods associated with secondaries, but this is obviously just the normal pre-earnings quiet period. Just about every major company will follow this procedure.
