BC, on the one hand, it's seems highly irrational for Assad to use chemical weapons. Why can't he just drop more conventional bombs? Too expensive? Using chemical weapons draws too much international attention, which I'm sure he does NOT want.

On the other hand, it's not like these Middle Eastern butchers really act all that rationally. Maybe he wants to make a statement to the rebels, who are equally as brutal as his regime is. Maybe he was betting on Trump being as weak-willed as Obama was. Maybe he was betting that the UN is as spineless as it always is.
