I agree, assuming that was an intentional double negative... "There seems to be no evidence to date that he has done nothing wrong" I think Mueller's statement was that tRump was not the target of a criminal investigation "at this time". It's important to note that "at this time" pre-dated the Cohen raid. Mueller was certainly aware at the time he said it that the Cohen raid was forthcoming, hence the tactical use of the conditional "at this time". Now that he has Cohen's files and tapes, I don't think we will hear Mueller make the same statement again.
