You aren't paying attention as per usual. The cost subsidies were used to drive scale, and that is an EXCELLENT use of government or collective behavior. We have now gotten to the point where PV is in fact cost competitive WITHOUT the subsidies. Pay some attention to new construction of NG fired plants and that will be a broad hint of what is happening, and they at least have some utility as topping cycles with renewables. But a fleet of EVs will also work very nicely with variable renewable generation. They make a gigantic battery.
