You should read the book instead of going for the entertainment version. The best history of 9/11 I've seen anywhere. And it does place blame where it belongs, some of which was on Bush. But you do have to keep in mind Bush had been in office a total of 7 months when it happened. Obviously, you can't just place blame on him for something that evolved over a period of 10 or 15 years, which AQ did. Again, if you really want to understand the history read the book.
