If you want to say that, then you have to explain how other countries do it

Again they don't. First of all most countries in the world, even a number of the wealthier countries, spend less per person on social programs than the US government does. Secondly they can't afford what they have promised to spend either. Most of them also have budget deficits, often larger as a portion of the economy than the deficit in the US, and most of them also have built in to their existing law promises to pay out money that they simply won't be able to afford.
