A new congressional report from the Joint Committee on Taxation says the wealthiest Americans – not the middle class – will benefit the most from Trump’s tax deduction for owners of “pass-through” businesses. The report says in 2018, $17.4 billion will go to Americans making $1 million or more who claim this deduction.
