If and only if there were some high crime or misdemeanor to warrant an impeachment is it permissible under our Constitution. So, if a sufficiently large number of Congress persons/Senators were elected on that platform, they could not legally impeach without grounds.

The Supreme Court would settle it, as judicial review would apply.

In the absence of an impeachable offense, it would be a coup, more or less. There are some who believe Congressional support is determinative but the Constitution does have requirements which must be met.
