No its not a comparative statement to other countries at all.

Its partially connected to this though

Even taxes that are required and do beyond reasonable doubt contribute to the public welfare (a rather strong standard to meet for taxation and government programs) are still legalized larceny. In such cases a beneficial or even necessary larceny, but that just makes it a necessary evil. Going beyond taxes that are "required" and do "beyond reasonable doubt contribute to public welfare" simply takes away the necessary part and leaves you with evil.

When they do have the power, they increase spending and then cut taxes.

Recently yes. When they first took power in congress in after a generations out of power they reigned spending in. But that's gone away unfortunately. Now its "we're all big spenders" it seems.
