If your security is very lax and its easy to hack in I'd still say working past that weak security to get unauthorized access is still hacking in.

If the security is utterly non-existent. The data is put up on a public web server or some other server that makes the content available with no password or authentication at all, with no need to use an exploit, or even social hacking to get access, then it wouldn't be hacking.
