Reagan's actions restored vigor in the country, made life better for most.

The increased activity goosed total taxes collected, so how were his deficits in relation to GDP?

Again you jump to a response before figuring out what you responded to.

The defense buildup began under Carter (and was accelerated under Reagan). Not deficits. Government deficits go back about as long as there government budgets to have deficits. I was not placing any blame on Carter for deficits that happened under Reagan.
