Spending $54.4 mil isn't illegal or even improper. Its not "spent $54.4 mil of Russian money. The only publicly available evidence about receiving any money "connected to Russia" was less than $3k, and out of that some of it was from American living in Russia (who can legally donate to political campaigns), and most of that was for NRA memberships (which I'm pretty sure would be legal for Russians to buy) not contributions to the Institute for Legislative Action.
