I assume you're speaking of "transactional" vs. "transformational" (those are the two terms I learned in my obligatory management courses, but I can't remember the differences).

But as to your comment, the "willing base" here isn't the key audience. What is required is to impress upon decision makers the importance of what he's doing. He has seen he cannot get past the intransigence of the Dems in congress. But he CAN weaken them (i.e., the Dems) by bringing the Koreas together and hopefully, reducing the nuclear ambitions of the North.

Is is folly to judge the intellect of a president by the slickness in his language. Trump's speech is gruff and often offensive but his experience in life is considerable. While you may accuse me of a "bromance" because of my support for Trump, I seem to see a lot of free floating hostility that lacks any basis at all.

I like what's happening with the Koreas today. I like the economic success to date. I also realize he needs these solid successes to be able to get past Schumer. If he succeeds with the Koreas, the entire political picture changes gets really good for Trump this year.
