Reagan did not end the Cold War. Good grief. The people of the USSR voted communists out of power after they received the right to free elections under Gorbachev. US military spending is now higher than it was when the USSR existed so it's an excuse for republicans to bankrupt us. President Clinton realized in his first year in office that he needed to balance the budget because that's what Wall Street wanted. He raised taxes and tax revenue soared. The budget was balanced long before the gop did anything.
