Taken at face value this seems to be an attempt by certain elements in the government and the justice system to virtually nationalise the claims after the exploration has been completed. This would be fatal to further exploration and development in Venezuala but it is not an uncommon attitude in developing countries IMO. As a result most stay third world countries forever unless somebody sees the light. Indonesia is the best recent example of this kind of thinking. As to how this will pan out for GLR - it is impossible to say when politics are concerned but if they go I predict that Crystallex and Placer Dome will be out as well..
