I agree that's his perspective. But there is also the fact that indicting Russians is easy because you don't have to do anything but draft the indictment. It isn't like they're going to show up for a trial.

It isn't a crime unless it is successful.

Unless you are a Democrat and especially if you are a Clinton. In that case, it doesn't even have to happen to be a crime.
