And, given the nature of the case, it isn't a huge surprise that Mueller would have provided them. Investigations of high level politicians that aren't named Bill is a tricky thing. To be successful, it is imperative to avoid the slightest hint of partisanship. I mean, look at the Mueller investigation. Despite being very meticulous, there are still accusations of partisanship. And there is the little issue that the DOJ is of the opinion that a sitting president cannot be indicted while in office...

So giving the questions ahead of time makes sense. To have to subpoena a president would almost certainly wind up in the USSC. So that is pretty much a last resort. If supplying the questions ahead of time results in answers, then that would be a preferred step. A subpoena can always be issued later.
