So about 16.82%. That's higher than my previous calculation since even though the regular defense budget is higher now we no longer have a separate "Overseas Contingency Operations" budget item, and also because total government spending has gone up from 2015 ($3.249 tril) to 2017 (last finished fiscal year)- $4.147 tril.
