It would be government control but not a tax. The government wouldn't own the fund the way it does the SS fund. Arguably with enough government control the government in a sense becomes the owner more than you, but that's another large complex issue, and doesn't really apply here, your getting to decide how its spent once you turn 62.5. The amount of government control required for it to effectively (though not officially) be the government's property would have to be pretty extensive and this doesn't go far enough.
