No it isn't.

Cohen handled it out of his trust account then billed his client for it.

I don't see anything unusual about that at all. It is done every day, although most attorneys will get the money up front. But if a client is doing millions in business with you and you know he's good for it, it is not strange to make the expenditure then to seek reimbursement.
