As you've pointed out previously, I tend to think like an engineer trying to solve actual problems.

Having considered it further, I think that what you suggested is unnecessarily complicated. I also think that, if we're going to do the social democracy thing, that benefits should be universal. For this, as I have stated for guaranteed minimum income, I would prefer that benefits not be means tested but rather that everyone gets the benefits and the program is paid for indirectly by a more progressive tax structure. That gets more revenue from the better off without the complications. We already have a mechanism for that.

As for taxing wealth, I think we'll have to get there...

If we're going to do it, I would prefer simpler ways that starting with a "reasonable lifestyle" and trying to figure out what the factors are. We can just start with which assets would best serve the purpose and tax them.
