If you are patiently waiting for an opportunity to do harm then not morally good. Except that you can cause harm in a justifiable way in order to do good. One should be careful about that, going around thinking you can do, or even just should be allowed to do, whatever you want because your cause is just is a dangerous thought, but the example of a sniper. What if its a SWAT sniper who shoots a kidnapper before he can harm or kill a hostage, or takes out a suicide bomber before he can trigger the bomb in a crowd of innocent people?
