I don't know what goes into this mix, and what the downside for Mueller is in using a grand jury. That's the limit on Mueller's power it seems to me.

President Clinton was questioned for 11-hours. I can see republican judges limiting the time to no more than 15-minutes because they know he's a habitual liar.
