I think a lot of the problems stem from the age of the program. But we should learn from that going forward. Programs need to be designed so that when they develop problems over long periods of time they can be fixed. Perhaps sunset provisions, more objective analysis of the value of the program, etc.

As a country we would do well to sunset a LOT of programs unless Congress votes to sustain it. I recall a few years ago the Republicans voted down a bill for some kind of veterans housing program because there were already 19 programs that did the same thing and none of them worked. My friend said, "But Dave, it is for VETERANS! Your son is a veteran. How can you NOT be for it?"

Of course I'm for helping veterans but how is adding yet another program going to help? Crickets.

Mark Levin in his excellent book, "The Freedom Amendments", suggested the sunset of programs which spend money if they aren't renewed every five years or so. I think it is an excellent idea so that lousy programs or ones that are no longer necessary can be done away with without some kind of political battle.
