They already no it. They are quite aware that they are part of the federal government and that intragovernmental transfers are not equal to a net credit or debit from or to the government as a whole.

That's probably not what they would focus on, they would focus on the payments and taxes and transfers to and from the general fund that they make, not the overall balance, but it isn't some alien concept to them, or anyone who thinks reasonably about the subject for more than a moment. They know that the government as a whole isn't gaining or losing from interest paid between the parts.
