He extended the Bush Tax Cuts which liberals had railed against. And we know the stimulus was a failure, and the tax cut portion was poorly targeted and would never have helped. These things did nothing at all to help the economy and in fact, when the stimulus was over the the economy was still in the tank.

In fact, we did not have any consistency in the economy until Trump took office because there was no consumer confidence.
