Trading on relationships is not by itself a crime. We all do that.

The directive to Mueller says Mueller's authority extends only to matters that directly arise from his Russia investigation. Manaforts's relationship with Ukraine and alleged money laundering through Cypress did not directly arise through Mueller's investigation. They were unrelated and arose through a prior DoJ investigation.

That is what the judge was talking about.
