NEW: The Senate Intelligence Committee released its prelim findings into Russian targeting of election infrastructure during the 2016 election. "In a small # of states, Russian-affiliated cyber actors were in a position to, at a minimum, alter or delete voter registration data."



The problem is if you can delete valid voter registrations, you don't have to manipulate actual votes. Cause they never get cast.


Not saying that happened. But if you go to the trouble of hacking into voter registration systems, why not mess with them?
