Well, actually not. I know that my ethernet adapter has to be plugged into the wall jack to work.....

My very uninformed understanding (oxymoron?) is that the culprit sends a steady stream of TCP packets to the targeted host. The packets have illegal data (i.e. doesn't comply to TCP/IP protocols) in the packet headers, confusing the receiving host, and sending it off on a wild goose chase, deterring it from processing other legitimate packets (referred to as a denial of service attack). Other routing data in the errant packets has also been modified, making it difficult to locate the culprit.

I guess a weak analogy would be someone giving you a set directions with the compass points and turns mixed up randomly. You could follow the directions forever without reaching the correct destination.

I'll glady stand corrected.
