Calls in the chart you shared represent around 2.65 million shares. For a stock that averages around 35 million shares traded per month on 113 million outstanding, a specialist probably wouldn't risk the accumulation of 10 or more million shares on the short side over the next 30 days for the sake of holding the price down below these strikes on less than 2.65 million shares. Not to mention a substantial portion of these calls were probably sold as covered calls against the underlying. If the option mm's are a little short at the moment, they'll probably just cover via share purchases as the price rises.

The stock price could lag for a few days just to gate the hot and disappointed money out of the stock due to this undersized (and probably orchestrated to be so) pop on the SCOTUS news, but a steady uptrend should emerge soon after that draws in the momentum/trend players. The short & long term price formations tip the hand of that eventual outcome.
