California has always used the "long straw" theory or water resources, but it's all sourced from California and the Colorado River.

Water ownership on the Colorado River, like all rivers in the US, goes to "the first beneficial user" which mostly meant the Metropolitan Water District of Southern California.

One source in California, the Owens Valley, was an alpine farm town. Much better to move the water lower to Los Angeles and areas where the growing climate is better.
