Maxwell, these are really lame excusses. LI and 5metal layers do not make it the same process. PowerPC yields are a secret as are yields at all semiconductor manufacturers. Calling up your buddy who only rags on management shows what a fool you have for a buddy. I place the blame at a higher level. Upper management made the decision to take on Intel at all costs. The process managers didn't design the part, they didn't lay it out and they didn't run the performance verifications on the design. They didn't check the speed paths or run the simulations. The design managers took the risks and now want to blame the process engineers for their bad, high risk decisions.
